The UAE EV market has secured the Gulf region’s leading position in electric mobility readiness, ranking 22nd globally in Arthur D. Little’s 2026 Global Electric Mobility Readiness Index. The report highlights the country’s expanding charging infrastructure, supportive policies and growing electric vehicle adoption, with EVs representing approximately 9% of new vehicle sales in 2025.
UAE Ranks Highest Among GCC Countries
Scoring 53 points, the UAE emerged as the highest-ranked GCC country among 31 markets assessed in the index.
The findings indicate that electric mobility readiness increasingly depends on more than vehicle availability. Charging accessibility, electricity infrastructure, affordability, regulatory support and consumer confidence collectively influence how quickly countries transition towards electric transportation.
The UAE’s performance reflects continued investment in these interconnected areas.
EV Sales and Charging Infrastructure Continue Expanding
Electric vehicles accounted for approximately 9% of new vehicle sales in the UAE during 2025. Battery electric vehicles contributed an estimated 6–8%, while plug-in hybrid vehicles represented approximately 2.5%.
The country’s charging network has also expanded to around 2,800 charging points, including approximately 1,250 DC charging points and 350 high-power charging units.
This infrastructure development is particularly important as the UAE EV market prepares for increasing charging demand across residential communities, commercial properties and public locations.
UAE's Long-Term Electric Mobility Goals
The UAE aims for electric and hybrid vehicles to represent 50% of vehicles on its roads by 2050. Dubai has also established a target exceeding 15% EV representation in its vehicle fleet by 2030.
Globally, China and Norway lead the readiness index with scores of 106 and 103, respectively, followed by Singapore and the Netherlands.
The report suggests that sustained infrastructure development and coordinated policies will remain essential for accelerating EV adoption.
