DEWA grants first independent EV Charge Point Operator licences in Dubai

Dubai is making bold strides in sustainable transport, with the Dubai Electricity and Water Authority (DEWA) granting the first EV Charging Station Licences in Dubai to Tesla and UAEV. This issuance of EV Charge Point Operator licences in Dubai is pivotal to expanding the city’s EV charging infrastructure, aligning with the net-zero carbon emissions target by 2050. The introduction of EV Charge Point Operator licences in Dubai signifies a commitment to meeting the rising demand for DEWA-approved EV chargers that adhere to the highest standards of sustainability and efficiency.

At the event, HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, presented the operating licences to Sharif Al Olama, Under Secretary for Energy and Petroleum Affairs and Chairman of UAEV, and Mottie Benhamou, Tesla UAE’s Market Leader. The presence of other officials underscored the importance of these EV Charging Station Licences in Dubai in advancing Dubai’s green mobility goals.

By enabling private-sector participation, DEWA’s regulations ensure that all EV Charging Station Licences in Dubai meet strict safety and compliance standards. This development is critical in supporting Dubai’s green mobility goals, providing both DEWA-approved suppliers and manufacturers the framework needed to supply reliable EV charging solutions. As a result, DEWA-approved EV chargers are now essential for developing charging stations that support sustainable and eco-friendly transport across the emirate.

The new EV Charging Station Licences in Dubai framework promotes collaboration between public and private entities, offering opportunities for DEWA-approved EV charger providers to supply state-of-the-art infrastructure. Through partnerships with DEWA, Tesla, and UAEV, Dubai aims to build a robust charging ecosystem that enables efficient and safe EV charging for both residential and commercial users. Additionally, these EV Charge Point Operator licences in Dubai allow for greater accessibility and convenience, reflecting Dubai’s long-term vision for sustainable urban infrastructure.

Dubai's New EV Charging Infrastructure Regulation by DEWA:
Enhancing Sustainable Mobility and Accessibility - An Overview

The new EV Charging Station Licences in Dubai is part of establishing the regulatory framework for EV charging infrastructure to support Dubai’s goals for sustainability and net-zero carbon emissions by 2050.

Key highlights include:

1.) Legislative Foundation: The regulation references several Dubai laws and resolutions, aiming to standardise EV charging tariffs and support infrastructure development.

2.) Definitions: Terms like “Public Charging Equipment” and “Private Charging Equipment” are clarified, distinguishing between charging units available to the public versus those limited to specific users.

3.) DEWA’s Role: The Dubai Electricity and Water Authority (DEWA) oversees charging infrastructure, including licensing and setting technical standards. It is authorised to issue licences to Independent Charge Point Operators (CPOs), who must comply with DEWA’s conditions and pay applicable fees.

4.) Fees: Public charging fees are set at AED 0.7 per kWh for AC and AED 1.2 per kWh for DC chargers. DEWA also sets annual licence fees for CPOs based on charger type.

5.) CPO Obligations: CPOs must acquire a valid licence, follow DEWA’s regulations, and provide transparent pricing. Only electricity sourced from DEWA is allowed, prohibiting third-party electricity generation for EV charging.

6.) End-User Guidelines: Parking bays for EVs are restricted for charging purposes only, with penalties for overstaying. Users are responsible for selecting compatible charging equipment and must avoid tampering with public infrastructure.

7.) Transition Period: Existing operators have six months to comply with the new regulations, during which they may offer free charging but cannot charge fees without DEWA approval.

The regulation emphasises safety, transparency, and the exclusive authority of DEWA in EV infrastructure to facilitate a robust and accessible charging network in Dubai.

What Does the New Dubai EV Charging Infrastructure Regulation Mean for Independent CPO Operators?

The Dubai government, through the Dubai Electricity and Water Authority (DEWA), has introduced a groundbreaking EV Charging Infrastructure Regulation. This regulation is set to reshape how both businesses and residential users interact with electric vehicle (EV) charging facilities in Dubai. Here’s a breakdown of what this means for each:

1.) Licensing and Compliance: Independent Charge Point Operators (CPOs) must now obtain a DEWA licence, ensuring all public charging stations meet strict safety and performance standards. This requirement promotes a reliable charging network, enhancing user trust and supporting sustainable business operations.

2.) Standardised Charging Fees: The regulation establishes unified tariffs for AC and DC chargers (AED 0.7/kWh for AC and AED 1.2/kWh for DC). This transparency allows businesses to clearly communicate costs to customers, potentially boosting adoption rates and foot traffic.

3.) Exclusive Use of DEWA-Sourced Electricity: Businesses must source electricity for EV charging exclusively from DEWA. This guarantees a stable supply and simplifies management, as DEWA provides both the electricity and billing for public charging, easing operational complexities for businesses.

4.) Enhanced Collaboration: DEWA will coordinate with government entities and real estate developers to identify suitable locations for public charging stations. This collaboration can present new partnership opportunities for businesses interested in expanding their reach within the EV ecosystem.

The new EV Charging Infrastructure Regulation by DEWA provides a structured and supportive framework that benefits both businesses and residential users. For businesses, it opens up new opportunities for investment and partnerships while ensuring high standards of safety and service. For residential users, the regulation promises more accessible, affordable, and reliable charging options, paving the way for increased EV adoption across Dubai.

As Dubai moves towards its goal of net-zero carbon emissions by 2050, these regulations are a vital step in building a resilient and user-friendly EV charging ecosystem that serves both commercial and residential needs.
