Abu Dhabi EV Charging Rules establish a structured approach to electric vehicle charging, introducing separate electricity metering and standardised billing for residential and commercial charging installations across the emirate.
Introduced by the Abu Dhabi Department of Energy (DoE) in August 2021, the framework supports the UAE’s transition towards cleaner transportation while improving electricity consumption monitoring and encouraging private investment in EV infrastructure.
Unified Electricity Tariff for EV Charging
Under the framework, registered EV charging units equipped with dedicated sub-meters are billed at a unified rate of 30 fils per kilowatt-hour.
A fixed monthly charge of AED 92 applies to eligible charging installations awaiting separate metering. Once the sub-meter is installed, electricity charges are calculated according to actual consumption.
The system aims to provide greater transparency in electricity billing while allowing authorities to monitor charging-related energy demand.
Registration and Sub-Meter Requirements
The Abu Dhabi EV Charging Rules require EV charging equipment installed at residential and commercial premises to be registered with the relevant electricity distribution provider.
Owners must arrange dedicated metering through the appropriate distribution authority, now operating under TAQA Distribution.
The original implementation included a grace period ending December 31, 2021, during which registered private charging units could receive free sub-meter installation.
These requirements help distinguish vehicle charging consumption from other electricity usage and support effective energy management.
Supporting Abu Dhabi's EV Infrastructure Growth
Beyond electricity tariffs, the framework establishes an important foundation for expanding EV charging infrastructure across Abu Dhabi.
Standardised metering and clearer regulatory responsibilities can help property developers, charging operators and businesses plan charging installations more effectively.
The Abu Dhabi EV Charging Rules also reflect the emirate’s broader commitment to sustainable mobility, electricity network efficiency and reduced transport emissions.
